现在回台湾后是否能够再次入境加拿大

想请教一下,因昨晚得知亲人住院,着急赶回台湾。

1.我目前是持有配偶开放工签work permit,但没有实际工作,也没有work visa。只有台湾人的免签。想请教的是,像我这种情形,下次是否能够再次入境?(未来状况可能有变化,以目前的政策而言)
2.母亲持有study permit,孩子是使用visitor permit在加拿大上中学,没有申请study permit。母亲有学签知道可以入境加拿大,但是孩子只有免签ETA+VR,是否能够和我们一起再次入境加拿大。

如果你没有工作签证或学生签证,看来是不行的




自 2020 年 3 月 26 日起,允许以下外籍人士入境加拿大:

持有有效加拿大工作签证的人士,包括临时外籍工作人员,或者工作签证的申请获批并取得书面确认通知的人士;
持有有效加拿大学生签证的人士,或者学生签证的申请在 2020 年 3 月 18 日中午(东部夏令时间)之前获批并取得书面确认通知的人士;
加拿大永久居留权的申请在 2020 年 3 月 18 日中午(东部夏令时间)之前获批并取得书面确认通知的人士;
健康护理、医疗及紧急服务领域的专业人员和部分学生;
必要的海运部门工作人员。
详细豁免情况列表可参见加拿大公共卫生局 (Public Health Agency of Canada) 网站外部网站可能不符合无障碍指南。。我们强烈建议您在试图旅行前仔细查看豁免人员列表,以确保您符合加拿大入境资格。

你拿的是什么护照? 中华民国?
出了加拿大就不知道什么时候才能回来了.

现在的规定很复杂,回家探亲当然最重要。但你最好做好暂时回不了加拿大的心理准备。
现在IATA的系统里是这样(航空公司采用这个标准来允许旅客登机),和加拿大官网的信息一致,但比较完整。
Restriction

Passengers who have been outside of Canada or USA in the past 14 days, are not allowed to enter Canada.

This does not apply to immediate family members of nationals of Canada, which include:
a. the spouse or common-law partner of the person;
b. a dependent child of the person or of the person's spouse or common-law partner;
c. a dependent child of a dependent child referred to in paragraph b;
d. the parent or step-parent of the person or of the person's spouse or common-law partner; or
e. the guardian or tutor of the person. (membre de la famille immediate).

This does not apply to permanent residents of Canada and their immediate family members.

This does not apply to diplomats.

This does not apply to airline crew.

This does not apply to seasonal agricultural workers, fish/seafood workers, caregivers and all other temporary foreign workers.

This does not apply to international students who held a valid study permit, or had been approved for a study permit, when the travel restrictions took effect on March 18, 2020.

This does not apply to permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 18, 2020, but who had not yet travelled to Canada.

This does not apply to the following passengers:
- Person registered as an Indian under the Indian Act;
- Person authorized in writing by a consular officer of the government of Canada to come to Canada to reunite with immediate family members;
- Person who is exempt from the requirements to obtain a temporary resident visa under paragraph 190 (2)(a) of the Immigration and Refugee Protection Regulations, and their immediate family members;
- Person who enters Canada at the invitation of the Minister of Health for the purpose of assisting in the COVID-19 response;
- Person who arrives by means of an aircraft operated by Canadian Forces or the Department of National Defence;
- Member of the Canadian Forces or a visiting force, as defined in section 2 of the Visiting Forces Act, and their immediate family members;
- Protected person, under section 95 (2) of the Immigration and Refugee Protection Act;
- French citizen who resides in Saint-Pierre-et-Miquelon who has not been outside Saint-Pierre-et-Miquelon / Canada / U.S. in the last 14 days;
- Person or class of persons that the Chief Public Health Officer, appointed under subsection 6 (1) of the Public Health Agency of Canada Act, determines does not pose a risk of significant harm to public health or who will provide an essential service while in Canada;
- Person whom the Minister of Foreign Affairs, the Minister of Citizenship and Immigration or the Minister of Public Safety and Emergency Preparedness determines their presence is in the national interest.

简单来说,如果你在过去的14天内离开过美国/加拿大,那么你是回不了加拿大的。
主要的例外条件,是加拿大公民、枫叶卡及其眷属。
你们家如果有一个人有公民/枫叶卡,就解套了。

如果没有,只剩下另两个例外条件,就是已经拥有study permit的国际学生,或是temporary worker (就是指work permit)。而且不能携带眷属。
所以你列出的三个人(work permit, study permit, visitor permit), 只有母亲和你两个人(study permit/work permit)回得了加拿大。
至于小孩的visitor身份,是怎么样都没救的。

一般中文是称工签,学签。可是permit大签只是允许在境内停留,不能用在出入境。出入境使用visa小签

所以您问我有没有工作签证或学生签证,按照中文回答,我是有工签的,我有work permit大签,但没有work visa小签,而是用ETA入境

我了解你的意思,对于台湾人来说,visa一直都是不需要的,只需要permit即可(俗称大签)

总之,现在的规定是,只有study permit/work permit回得了加拿大。

谢谢,我是有收到IRCC寄来的邮件,我看里面的意思应该是work permit可以入境吧。只是我不确定我的开放工签在没有雇主的情况下,是否可以顺利入境,还是一定要有雇主了才能入境?

The Government of Canada is working closely with partners in Canada and around the world, including the World Health Organization (WHO), to respond to the current outbreak of coronavirus disease (COVID-19).



Effective March 18, 2020, Canada is denying entry to travellers who are not citizens or permanent residents of Canada. There are certain exceptions to these restrictions to permit essential travel for temporary foreign workers who have a work permit or who are approved for one.

If you are planning to travel to Canada to work soon, you need to be aware of public health measures in place to limit the spread of the virus in Canada. You also need to know what to expect upon arrival.


When you arrive in Canada, your health will be assessed when you speak to the border services officer. You must isolate for 14 days, even if you have no symptoms. This is mandatory for all travellers, and there are significant penalties for anyone who does not follow this order. Like many countries, Canada is experiencing significant labour market challenges as a result of the COVID-19 pandemic. Many non-essential businesses are closed, especially in the service industry, or are operating with limited staff. If you have a job with a specific employer, confirm with them that they are continuing to operate and that the job they have hired you for is still needed. If you will be in Canada with an open work permit, it may be very difficult to secure a job at this time.


You must have a plan for how you will self-isolate for 14 days when you get to Canada and how you will obtain medical care if you become sick. While in self-isolation, you will be unable to leave where you are staying for any purpose. If you do not have a plan for self-isolation, including how you will buy groceries and access other essential services, please delay your travel until you have made one.
Before and during your trip,

avoid spending time in large crowds or crowded areas
avoid contact with sick people, especially if they have a fever, cough, or difficulty breathing
be aware of the local situation and follow local public health advice
be sure to monitor your health, and if you become sick before or during your trip, avoid contact with others except to see a health care professional
If you are travelling by air, you should self-identify to airlines when you are boarding that you are exempt from travel restrictions by presenting

a valid work permit, or
a port of entry (POE) letter of introduction that shows that you were approved for a work permit, including if you are coming under International Experience Canada

You will need to pass a health check before you’re allowed to board your flight. Anyone who shows symptoms of COVID-19 will not be allowed to travel to Canada. Do not travel to Canada if you feel sick. If you are sick, delay your travel plans until you are feeling well.
When you get to Canada,

If you develop symptoms during your flight to Canada, tell a border services officer when you arrive in Canada. This is required under the Quarantine Act (a Canadian law). If you don’t, you could be charged with a crime.
If you do not have symptoms but believe you were exposed to someone who was sick with COVID-19, under the Quarantine Act, you must report this to a border services officer when you get to Canada. The border services officer will give you instructions to follow.
If you develop a fever, cough or difficulty breathing within 14 days,continue to isolate yourself from others

While you are working in Canada,

If you need to apply to extend your work permit, you must do so online. You cannot travel to a POE to get immigration services at this time.
If you are laid off or have to take sick leave while working in Canada, you may be eligible to receive employment insurance or other income support benefits from the federal government.

事实上,就算有work permit/study permit,加拿大政府也不保证你能成功入境。必须是它认定的必要旅行才行。入境官有判断的权力。

如果你到时候有症状的话,也是绝对无法入境的。

请问一般的必要旅行包括哪些方面,如果我的太太孩子都留在加拿大生活,我入境和他们一起生活算不算必要旅行?

“必要旅行”是指你“必要离开加拿大去台湾”的原因,不是指“入境和妻儿一起生活”。
亲人小病你去探望,入境官不一定认同是必要旅行。
如果是生死攸关的,入境官可能认同是必要旅行,但权在入境官,不是我们任何一人说了算。

基本上,现在政府的目的是,减少对国家的危害

你现在搭飞机入境加拿大,是给加拿大带来风险,造成害处。
如果你有工签,而且你的旅行目的会给加拿大带来好处,大到可以掩盖你带来的坏处,那么就会让你入境。

你能给加拿大带来什么样的好处? 不外乎是你即将用工签从事的工作,对加拿大有帮助。(经济上、医疗上等等)。
如果你的入境对你的家人的经济有帮助(前提是他们是加拿大公民/居民),那也算是帮助。毕竟你养活你的家人。
但你的家人全部都不是公民/永居。只是国际学生? 而且你又没有工作。疫情之下,找到工作更难。所以你的入境是看不出对加拿大有任何贡献,只是单纯带来负担,是吧?
所以就比较不利一点。

当然,入境官有可能很忙,没时间详细检查你。你就轻松入境了,这也是有可能的。

总之,我是看不出你非入境加拿大不可的理由。
如果你说: 你要回来加拿大照顾家人。问题是,你的家人根本不是居民。他们也没必要住加拿大啊? 就让他们也回台湾陪你就好了。如果你的家人的永久的家是在加拿大,在海外没有家,(就像一般的加拿大公民),那么你回来照顾、养活他们就很合理。
